Adding more tax to cigs may curb a select few from buying. However, the biggest spin off is illegal importing and distributing (crime). The government tried it here a number of times, and actually to a large degree still are. People are going to smoke, it's an addiction. In reality, it's very difficult to take any decisions the government makes seriously when it is revenue based. "Don't smoke it's bad" but if everyone stopped and all of a sudden all the tax revenue stopped, I can guarantee there will be some very unhappy reformed smokers.
