Default
There is no way, using default vbulletin, to demote the users based on post count unless you do it manually.

Did you know you can set certain forums to not count posts for users? So, have an off-topic forum and set "Count Posts Made in this Forum Towards User Post Counts" to No for the forum and then post count won't increase for users in that forum.
