Installation was a clean install, and flawless. All template edits were done manually which I've triple checked now. I've read 45 of these pages with no luck. I've signed up at vbcredits and for some reason I don't seem to be getting the activation email and theres no option to re-send it????
Could anyone help me?

In vBCredits they are called Drawings, and you manage them from the link under the vbcredits menu in the admincp. You have to set some up, and make sure each usergroup has a nonzero limit for the amount of tickets they can purchase. Afterwards you will see drawings and the ability to buy tickets for them in the manage credits page in the usercp (the one with the donation form and the top richest members)
We had server move, so email system might not have been working at the time. It is up and fine now. PM me your username and I will resend your activation on the site.

They are set per usergroup in the usergroup settings. You can turn any of them off by putting 0 for the value.

vbulletin_credits.php is part of vbulletin, not vBCredits (in this case, credits refers to the list of people who made vbulletin, not earned currency points). Just put back that file from stock vbulletin zip and you should be fine.
