I'm against the forced blocking of any browser myself, just personal choice really, it isn't fair really and it does smack a little of being a bully to me to be honest. I wont support IE6 on my site and the download sections have a warning graphic stating as much, this gives each user the 'choice' to decide for themselves if they still want to use my designs.

Having something that would put a dropdown message telling guests how they could update their browser would indeed be a good idea, that I could go for.

I must agree that I feel IE6 was a dreadful err' on Microsoft's part, I don't believe IE7 is any better in truth considering it's security vulnerabilities, let's just hope IE8 is a step in the right direction.
