If you have it enabled in your vboptions (vboptions > message posting interface), then the user needs to see it to be used in their User CP > Edit Options > Message Editor Interface > Enhanced Interface - Full WYSIWYG Editor

The setting under Registrations Options (vboptions > user reg options) only sets it for users who are new registers, not for users that all ready have accounts (they need to set it themselves as I said above in their User CP).
