i have the same idea on my site.. also have a way to check licience number. works like this: They submit there licience NOT there licience password in the request form and then i ask the VB staff if it valid..

works fine because one site the guy gave me a number i checked it with VB staff and it was FAKE. Needless to say that site nolonger has vBulletin on there..
