yes, that's true, but it's not like the offending user and his cronies will be connecting to a different dynamic IP unless they are connecting via AOL or some other proxy type.
I think it would be a good stop gap for a few days and then remove it.
Turn it on as needed.
Or since it is known that he's abusing the login, give him an infraction and tell him that he's violating board policy. Continue to give him infractions. Eventually he either shapes up or gets banned.
