The easiest and fastest way I can think of... is the cash conversion and content merchants addon for vbCredits.

You can set your vbCredits install so that no one gets points for anything except cash conversion where they have to pay through paypal to get any credits. Then you can use the content merchants to hide the download links... It would just be a matter of setting up a new bbCode module for your vBa.
