My wife works at a large Animal Rescue, about 1500 dogs and cats plus numerous horses on 28 acres. They are remote and off the beaten path. They also have 24 hour security. However people still tie animals on the fences and leave them there.
The place she works at doesn't adopt out though. Even if they did most of the animals there aren't adoptable since they are wild and feral. Some don't even like people. The center just provides a home for the animals, have full time vet care and a hospital on the premises and so forth. She spends most of her days medicating about 90 cats.
