You ask at the place you purchased the skins, the reason you get redirected is because we don't know what skins your purchased and everyone codes their vBulletin skins slightly different with the location of their navbar and such, therefor the best place is to ask whomever designed it.

Its also a default vBulletin feature, so if your skin isn't supporting that, it maybe missing other vBulletin features as well, so make sure you're using a 3.8 compatible skin.
