Message: "server is too busy" only for users who are not logged in

Our forum seems to be working fine for people who are logged in. But for folks who are not logged in, they get this message:

The server is too busy at the moment. Please try again later.

You can still login to the forum. You can even register for the forum as well. Any ideas?
