vbullettin 3.8.0 but i have tested before with 3.7.5 but i had the same problem
Same issue for me too, I have ID 1 (me) in the box and its enabled to send to me
but the Users receive the message but i dont receive a copy...

I aint overly bothered about it as i get an email from paypal anyway
