The Forum ID setting you're talking about is the correct setting to solve that error message, so it's probably the specific forum ID that you're inputting. Go to the Forum Manager and check the settings for that forum ID: make sure the settings for "act as forum", "forum is active", and "forum is open" are set to "Yes." To verify if your specific forum is preventing nominations, just create a new forum with the above settings set to "Yes".

After that, the nomination thread will show up automatically ONLY on the 1st of the month (for monthly contests) or 1st day of the week (should be Sunday or Monday for weekly contests). If you don't want to wait that long, then you can go to the "Nominate Topic" settings block on the left side of the AdminCP and click the "Create New Poll Thread" link.

After that, to get the poll to show up, you need to nominate a post. The nominate button may not show up on all posts, depending on your settings (ie: first posts only?, can nominate own posts?, nominate last month's posts only?, etc). To be sure, nominate the FIRST post that's made by someone ELSE in the PAST month.
