My donation member didn't move to the proper user group even after rebuilding.

Edit: Maybe I don't understand this fully.
I am able to view a donor and click to move to the donor group.
Is that how it is supposed to work? I thought it would be automagic like a subscription.

Also, even if someone clicks on the donate button without paying, they are placed on the donor list.
