Where in the Admin Panel do we increase private messages by member rather than by usergroup?

After having read a few threads, it would appear this feature does not exist.

Would this mean that a new usergroup would have to be created for existing members that aren't moderators or global moderators that we want to have increased storage to be able to increase same? Maybe a usergroup titled Member with 250 private messages and then lop them into that usergroup?
