how do i give user permission to edit only few thing in other user

Hello

i have a manger in my site and i dont want to give him full accass to the edit users.
i only want to give him permission to edit the Usergroup Manager table .

how can i do it ??

i know allready that i can give him super manger and than to give him the permission the control evey thing that connect to user's .
