The navbar where it says Home Forum..... ? It's just a navbar put at the top of the page. No matter where it is, it's still just a navbar.

Oh, (seeing the above post now), you just mean how you hover over it and it drops down? There are several sites all about dhtml menus as Hex_legend said. Just google for them. (It's just in the page source. Look for "sfHover" in the there and it's right there.)
