Well in a nutshell, I never work large. The sizes you see are the dimensions I originally work at. The Pen Tool is a good solution and imo the best solution because you can craft and create what shapes (vectored) which don't lose quality when you resize. Placing anchor points is vital in creating that unique curve where other tools within photoshop would give off a less desireable effect.
If your working large, and are dealing with rasterized layers you'll loose quality from the start and when you re-size down it will only get worse.
