Need a plug-in to disable Report This Post, by User or Group

I need a plug-in that would disable Report This Post by either UserID or Usergroup. Preferably, the user(s) so set would think their post was reported and go away happy, while the staff wouldn't be bothered by their spam. If anyone can point me in the right direction for that, I'd sure be grateful.
