I'm agree with you, instead of template edits for the usc_block templates, It would be better if those blocks would be into the ACP-vBulletin Options->Ultimate Side Columns Options.

No it wouldn't

They were there in the original version, but no variables can be passed via the vBOptions which caused many complaints about limited functionality and usefulness so they were moved into the templates instead.
