Its actually a very small forum and database, the actual file size is 5.80 MB. I would love to do the SSH method but I have no idea what it is or how to do it. I saw it on the phpMyAdmin choices, guess I'll have to do some research.

I got it to work!!! I didn't do the SSH thing, because honestly, I didn't understand it. Since the file wasn't too big and was under the maximum size denoted in phpMyAdmin, I figured I'd give it a shot. The file uploaded fine and everything it back to normal.
