My old host has a chat program so I jumped on there and asked them how I can get it. They put a full back up file on my FTP site, so I could download it. The backup file that I was working from previously was the backup created by vBulletin.

Its not wanting to download to my computer now for some reason, so we'll see if I can get it.

Okay, I got it now. Not sure why but it wouldn't let me download the file via FTP. I had to go into my control panel and download it from my file manager. Its on my computer now so thats the important part. So now I should be able to restore the database like I did through phpMyAdmin, like I did before?
