I'm not sure what you mean by "support a 'select few', suggestions are about the suggestions being made, not the person making them.
If you mean do we only consider suggestions from a 'select few' ? The answer is clearly no. We consider every single suggestion, usually the discussion on a suggestion is done internally.

Great. Now with that being said. What do you guys consider when discussing these matters internally? I believe this will help us better understand how open the website is to suggestions.
We have several contributors (and by contributors i mean designers, programmers, developers, etc. in which
make up this community) suggesting quality features/small additions for the better of the experience on this website. When things are discussed such as a better request forum, a "graphics tab", better organization in threads, would it not be essential to prioritize certain requests based on how much they effect the
purpose of this website ?
"The Official vBulletin Modifications Site.", yet you say you guys aren't based off of 3rd-party-addons? Wouldn't anything here be "3rd-party", considering it's obviously not supplied by vb currently (or else it wouldn't be a
modification)?
I'm just wondering why certain "obvious" methods and tools for this website have not been implemented, and are left at a status of "being discussed". This is the "official modifications website", why not
modify it to represent it as so? Or are mine and other's views on the purpose of this site not in relation to the views of Jelsoft? Meaning the ideas and suggestions we have are better off left for a new website?
