My recommendation is to just upload all of your original vBulletin files and the database and make sure nothing is corrupt as far as that goes. Your hosting company can't just shut your account down and not allow you access to your own files because it's an offence as far as I am aware.
Go back to the basics, and reupload the original file-types for vBulletin. Once the site is back and running, you can continue to reupload any custom modifications or what have you. Looking for your 'index.php' file isn't going to make a difference. Even after much use the index.php file doesn't change in code so you can just reupload all the original files - it's the database that holds your customizations.
