Because users already have such poor ratings, you have to adjust your bad credit score threshold in the global bank settings, or else it will still keep dropping people's access despite loans disabled. Try putting like -99999999.

Currently the central account cant be directly manipulated (unless you know your way around your database ) but theres a trick to seeing how much is in it. Enable your admin usergroup to use the post award system with no limits (-1 for all 4 values). In the global specialty settings set to spend from central account. When you go to use the post award system within a thread, the available credits will display the exact amount that is in the central account.
