It is when the javascript error mentioned involves editing the source code to make vBulletin worse than it is out of the box. Seriously, both Invision and vBulletin work without Javascript fine, these people actually added something, by deliberate bad choice or mistake that kills their board for those without javascript.
And I repeat, I'm not talking about HTML validation errors, only things that completely overbloat or kill the page for several visitors.
