vb.org Archive - View Single Post - Registered Users automatically becoming Admins?

I've been noticing lately that users have automatically been turning into admins. I have no "Promotions" set up. Some users are new, with zero posts, others have a few posts, etc. I've taken to checking every few days to make sure I have no new random admins.

has anyone else run into this or know what may cause it? I'm running (vBulletin 3.6.7 PL1) on a typical LAMP server.
