Perhaps once the thread reaches it click limit as defined by the admin (3 clicks or whatever) it gets sent to a mod..
Eh.. not sure. The idea is to free up the moderators and allow the forum members to handle it, but you are right.. Abuse is bad.
Maybe after a user clicks it once, they can no longer click the button. Maybe the button dissapears or it is not clickable any more.
