Just to make things clear. Yes, it would be possible to migrate to vBulletin.
However this does mean some data will be lost since youre running phpbb plus. Also it could mean youd have to drowngrade first from phpbb plus to phpbb (which is simply not fun to do).

Please contact the people at vbulletin.com first, before making swift decisions on your upgrade.
