Just form what you showed in Image, your Primary and Ban user group are same. So if the Member is not in Jail Bait or Ban group, then they will not be moved to Banned. And if they are in Ban group then what's the point in Banning them. :|

Another thing, if you issue Warning instead of Infraction, then it will not Ban him no matter how many times you warn them.
