Yes, you do need to create a new usergroup. What I did is copied the Registered Usergroup exactly - all forum permissions as well as usergroup permission (all done on the usergroup screen). Let's call the new usergroup "Registered Users - non mod". Then, create a Promotion to move users from the Registered Users group to the Registered Users - non mod group after x posts (no, this is not a Rank, it is a Promotion under Usergroups). Run this Scheduled task manually to move the users. Then make the Registered Users group a Moderated usergroup and all posts made by Registered Users will go into Moderation.
You should try this on a test site first (as you should do with any modification/change).
