How can I let users create their own pages?

I would like users to be able to access a form in the user CP which they can fill in. The data will then be stored in the database as user page, with IDs for each page.

When viewing a user's profile, we should be able to click on a drop down menu to choose which page to view.

Is this possible? Is there an existing way to do it or would it require custom work? If so, is it hard to achieve? I'm not very skilled at PHP so I'm not sure if I should make an attempt to do this.
