This is a really dumb question..lol

How do you make someone an Admin with full authority over a forum?

I have never had to do this, and by me just adding the person to the Admin user group is not working, he only gets partial ability ?

He sent me a screen shot of what all he is able to do, and its only Moderation , stats and logs, imports, and anouncements.

Help would be great..
