Is there a way to allow usernames to be formatted with HTML when displayed? Allowing stuff like bg color, and text color?

I also was hoping there's a way to restrict who can do this. For example, only the Admin, Mods, and VIP group on my board gets permission to do that.

Is this possible? Maybe something that could be added to 2.0.4?
