How would i go about making a plugin that in my admincp options, there is an option to change what is said in a file...

Oh, i cant explain,

Say i want a html marquee file, i want to be able to change it from the admincp, how would i go about making a product to do this?

Please be aware, i am not looking for a mod that does marquees, that was purely an example.
