Go to Style Manager > Main CSS and on top of that page find the body section. Add this to the Background text box.

#fff url(images/blaze/under_navbar_background.gif) repeat-x top

Change the repeat-x to repeat-y or leave it just repeat if you like.

The #fff is the page background color.

(Don't forget to remove your hardcoded lines for this you have added to that table.)
