So I currently have a pretty prosperous forum. And I am wanting to make to make a sister site for it, it is going to be on a different host with a different domain. However this is how I want it to be setup. When one user registers for one site, he will be able to login to the other with the same username. When a user gets banned from one site, he gets banned from the other likewise How would I be able to set this up?

Well, I searched around and there seems to be working experimental patch for 3.7.x

But anything for 3.6.x ?
