Yes, it is doable with the manual assign. Just create a new award and put the userid(s) of the users seperated by a comma in the manual assign field.

Promotions must be done via XML. A GUI for this similar to vBulletin's promotion system will be done in one of next versions. See the demosites for a view of the working promotionsystem.
