I see only some of the tables showing up in the Admincp. PM's for example. But no users, passwords, or posts for example.

That's why I think it has to do with the CSV tables not being put correctly. I've read other posts by people having the same problems and no one seems to have the answer.

I think it has to do with big dump and that bigdump doesn't place the CSV files into the correct tables when using it to transfer vbulletin backups.

What do you mean why do I need CSV files for vbulletin backup? Hell, almost all of the backups are csv files.
