The tagging system that exists here has the potential to become a great feature for vb.org that would help most of us organize our workflow in a better way.
However, its implementation makes it so disturbing to use, that its sometimes easier to just click on "Installed", even if you haven't actually installed the mod.

I have 2 suggestions about it, that I believe would make it much more usable:

AJAX tagging of modifications, just like clicking on "Installed"
Levels of tagging. For instance, the levels could be:
- May consider installing, if it improves
- Will consider installing later
- Will probably install later
- Will definately install later
