Regarding your problem, check Pop-up menus are enabled:

AdminCP > vBulletin Options > vBulletin Options > Style & Language Settings > Use 'vBMenu' DHTML Popup Menus? > Yes

Also check to ensure the files in your /clientscript/ directory are up-to-date for your version.

The only other reason they won't show is if you have JavaScript disable in your browser.
