From leftnav, "Usergroups" >> Usergroup Manager >>

Choose the Usergroup you want to edit, (Registered Users), and from the drop down menu, "Edit Usergroup" and "Go".

Near the bottom of the screen you'll see "Picture Uploading Permissions".
