colored name mod

What it does is enables the admin to set which groups can use the colored name option, and then any user in that said group is allowed to freely change the color & design of their name.

It's a mod i'd love to see made i want to use it on my forums but i run vBulletin not IPB (for obvious reasons)

So could someone please help me? A preview of the mod in use can be found on a site i host that runs IPB 1.3 here
