You will need to edit an image which is the background of the navbar, but it also functions as a background for other things, so I would copy that image, adjust the colour, rename it and re-upload it, now you need to change the navbar template so it will display the new image.
You might need some html and css knowledge, which is necessary anyway if you're slightly serious about editing vbulletin. I think the background image is called something like gradient_tcat.gif or .jpg, you can find it by right clicking the navbar on your site and viewing the background image.
