From a business standpoint, vBulletin does it in order to protect their customers. If they simply let anyone change information without a valid reason, then people's accounts could more easily be stolen and sold / leaked. A customer does have the right to update their own personal information, but the business also has the right to verify that the changes are being made by the legitimate owner of the account.

Just think if banks let you change all your info without verifying anything, would you really want that business model in place with your money? The same thing goes here as well, even if it causes you simple inconveniences from time to time.

As for #3 I was hoping for the Thanks plugin to be used on threads rather than endless posts of simple thanks to make finding actual bug posts easier.
