Is there any way or mod available to restrict the use of certain prefix sets to Moderators and above?

For our board where only mods/admin can start threads, its easy enough to restrict, but on our general usage boards it would be nice to have 1 "official" set and 1"general" set to be able to differentiate between important for site and general prefixed threads.
