I have created / modified a transparent style that I found here or somewhere

I have set it so that IF a user is running IIS or other webserver on thier PC it will use a file called clear.jpg as the background image of the forum. IN the style in the CSS I added

background-image: url('http://127.0.0.1/clear.jpg');

Which works ok and it allows for example members of s corvette forum to have an image of THEIR corvette as the background of the forum - or the kids or grand kids

NOW here is the question for you all - I have the suspicion that there shoudl be a way to do this without requiring IIS or other web server running on the PC ( since the home versions of windows dont support IIS ) - For example if you do a crappy job of coding a web page and you post it with a local file based url YOU will be able to see the images but everyone else gets a red x

for example

<img border="0" src="file:///C:/Documents%20and%20Settings/Doug/Desktop/peace.jpg" width="750" height="600">

woould show me the peace.jpg but everyone else would get a red x - Ive seen it done and done it by accident myself - the question is how do I do this crappy codiing in CSS ?
