Hi, I seem to have a small problem using COPPA enforcement on my forum.

The problem is that anyone who join, so far tested with accounted ages under 18 but over 13, is automatically placed in the COPPA group.

This does create a problem as that usergroup does have certain restrictions as default.

I think I might have misunderstood it, COPPA applies to those under 13 only?
