Doubleposting and then immediately merging seems to do the trick. We're a small community that has little potential to get large by nature, so I gave everyone the permissions to essentially be self moderators (can do anything to their own creations). It's easy enough to revoke if it gets out of hand, and it'll hopefully keep the forums tidy while letting people continue existing threads they were the last poster in.
