Are you keeping the css as files? Cuz if so, and all that is in the clientscript/vbulletin_css folder is an index.htm file, then it sounds like you need to set the permissions for that folder to 777. Try that and then see if it works. (That is something you can only do through ftp - not through your admin cp.)
